The larger network operators on the map

Map of Estonia: Elektrilevi covers most of the country, Imatra Elekter Läänemaa and Viimsi parish, Viru Elektrivõrgud Narva, Narva-Jõesuu and Sillamäe, Loo Elekter several small areas in Harju, Rapla and Järva counties. Tallinn Tartu Pärnu Läänemaa Narva Viimsi

Choose an operator

Tap an area on the map or an operator in the list to see where it operates. The percentage is the market share of the 2025 sales volume.

This is an overview map, not an address check. The areas are drawn along municipal borders and Loo Elekter’s areas are marked with dots. The map does not include the other 29 network operators, including VKG Oil AS, whose share of distributed electricity was 3% in 2025. Their service areas are small and local. A grey area therefore does not confirm that a specific address belongs to Elektrilevi’s network. Your bill or network contract gives the exact answer.

The seller and the network are two different things

An electricity bill has two big parts. You pay for the electricity to the seller, whom you can choose and change yourself. You can change the seller at any time: the new seller announces the switch at least 14 days in advance and the switch can take effect on any calendar day. The network fee, however, you pay to the network operator whose network your building is connected to.

You cannot choose the network operator, because their areas do not overlap. There is only one network in each place. That is why network fees are approved by Konkurentsiamet (the Estonian Competition Authority): an operator cannot freely raise its price, but has to agree it with the authority. A new network fee can only take effect after it has been published on the network operator’s website for at least 90 days, so every price change is known in advance.

The largest network operators in 2025

According to Konkurentsiamet’s 2025 electricity and gas market report, Estonia had 33 licensed distribution network operators at the end of 2025. The market share shows how much of the distributed electricity flowed through their network.

Viru ElektrivõrgudNarva, Narva-Jõesuu, Sillamäe221 GWh3%
Loo Elekter14 small network areas, mainly around Tallinn90 GWh1%

Elektrilevi acquired Imatra Elekter in 2021, but they are still separate companies with their own price lists. Elektrilevi is also the only network operator with more than 100,000 consumers connected to its network.

Viru Elektrivõrgud used to be called VKG Elektrivõrgud. If you see the old name in your contract or on your bill, it is the same company.

How big is the price difference?

Using each network operator’s current price list, we calculated how much two typical homes pay for the network. We compare only the network fee. The price of electricity, which depends on your seller and contract, and the nationwide fees are not included in the amounts. These are the renewable energy fee, the electricity excise duty and the security of supply fee on the network bill, and the balancing capacity cost added to the seller’s bill from 2026.

Calculated on 25.09.2026. The Elektrilevi and Viru Elektrivõrgud price lists apply from 01.06.2026, the Imatra and Loo Elekter ones from 01.02.2025. The amounts include VAT. These are sample homes, not the bill for your address; the calculation is in the chapter “Package choice” under “How we calculated”.

Apartment, 2,000 kWh a year

Network fee per year, basic rate

  • Imatra ElekterPartner 24€151
  • Loo ElekterM1€193
  • Viru ElektrivõrgudT1€194
  • ElektrileviVõrk 1€233

In the Elektrilevi area an apartment pays 55% more for the network than in the Imatra area.

For an apartment on the basic rate, the difference depends mainly on the price per kilowatt-hour. Elektrilevi’s Võrk 1 costs €0.0957/kWh plus a monthly fee, Imatra’s Partner 24 is €0.0753/kWh without a monthly fee. The higher the consumption, the bigger this difference grows in euros.

Private house, 3×25 A, 10,000 kWh a year

Network fee per year, cheapest of the packages compared

  • Imatra ElekterPartner 24 Pluss€698
  • Loo ElekterM3€739
  • ElektrileviVõrk 4€750
  • Viru ElektrivõrgudT3€906

For day and night rate packages, 40% of consumption is assumed to fall in the night time. The night rate applies around the clock at weekends for all of them. On weekdays the night is 22–7 at Elektrilevi and 23–7 at Loo Elekter; at Imatra and Viru Elektrivõrgud 23–7 in winter time and 24–8 in summer time. A public holiday is night at Elektrilevi and a day rate weekday at the others.

For a private house the differences are smaller and the order is different. With the right package Elektrilevi is in the middle, Viru is the most expensive. The order also depends on the amount of consumption. With the same 3×25 A fuse and 40% night share, Elektrilevi’s Võrk 4 becomes the cheapest of all four from 15,200 kWh a year, because its high monthly fee is then spread over enough kilowatt-hours. With a different main fuse or night share, the order and the break-even point are different.

For this house, the package choice affects the price more than the network operator

You cannot choose the network operator, but you can choose between your network operator’s packages. The example below is the same house, for which Elektrilevi offers several packages. Võrk 1, Võrk 2 and Võrk 4 can all be chosen for a connection point with a main fuse of up to 63 A. The differences between the packages are explained in the guide “Network packages, simply explained”.

Same house, Elektrilevi packages only

Network fee per year, 3×25 A, 10,000 kWh

  • Võrk 4day and night, high monthly fee€750
  • Võrk 2day and night, low monthly fee€772
  • Võrk 1one price around the clock€1,054

In this example Võrk 1 is €304 a year more expensive than Võrk 4. With lower consumption the order may be the other way round. This difference is bigger than the difference between most network operators for the same house.

The right package depends on how much and when you use electricity and how big your main fuse is. A home with low consumption is usually best off with a package without a large monthly fee, a house with high consumption with a package where the monthly fee is higher and the kilowatt-hour price lower. This is not a recommendation for a specific address.

How we calculated

Annual network fee = consumption (kWh) × transmission fee + 12 × monthly fixed fees. For day and night rate packages the transmission fee is 0.6 × day rate + 0.4 × night rate, meaning we assume that 40% of consumption falls in the night time. All prices and amounts include VAT and are calculated using the price lists valid on 25.09.2026. The state fees (renewable energy fee, excise duty, security of supply fee, balancing capacity cost) are the same for everyone and are left out.

Loo ElekterM4day 0.0625 / night 0.0512€15.19–€762

At all four operators the night rate applies around the clock at weekends. On weekdays the night time starts at 22 at Elektrilevi, at 23 at Loo Elekter, and at Imatra and Viru Elektrivõrgud at 23 in winter time and at 24 in summer time. Your actual night share depends on when you use electricity and may differ considerably from 40%. Elektrilevi’s Võrk 5 was left out of the comparison, because its price depends on consumption in the winter peak time, for which no general assumption can be made.

How do you find out who your network operator is?

  1. Look at your bill or network contract. The network operator’s name is written in the network contract and on the network fee line. You can also see the contracts of your connection point in Elering’s customer portal estfeed.elering.ee.
  2. If you live in a coloured area on the map, check the operator’s own website. Loo Elekter has a map application where you can check by connection point whether it is in its network.
  3. If your bill says Elektrilevi, Elektrilevi’s packages apply to you. This covers the vast majority of Estonian homes.

Why it matters for your bill

The network fee is one of the largest lines on the electricity bill. According to Konkurentsiamet, the weighted average network fee in Estonian distribution networks at the end of 2025 was €0.057 per kilowatt-hour including VAT, 3.2% more than a year earlier. Every network operator has its own price list and its own packages, so a home with the same consumption may pay differently for the network in Narva, Haapsalu and Tartu.

The tariif.ee price calculation calculates the network fee using the price list of the network operator you have chosen: Elektrilevi, Imatra, Viru or Loo. Choose your network and package in “My settings”. If your network operator is another, smaller network, your actual network fee is different.
