What is the network fee?
An electricity bill has three parts: the energy itself (exchange or fixed price), the network fee, and state fees with VAT. You pay the network fee to the network operator, usually Elektrilevi, for delivering electricity to your home. The support would only cover the network fee; the energy price would stay the same.
What did the minister propose?
On 29.10.2026 the Minister of Energy and the Environment, Erkki Keldo, proposed that the state pay half of the household electricity network fee for up to 1000 kWh of consumption per month. The support would apply if energy prices rise sharply in winter. The ministry's estimate covers the winter months from December to March.
- The support is meant for household consumers.
- No application needed: “people do not have to do anything themselves,” Keldo said.
- According to the ministry, the electricity bill of a home using about 100 kWh a month would fall by up to 15 %, and that of a home using over 1000 kWh a month by about 7 %.

How much is it in euros?
The amount depends on consumption and network package. Calculator results with Elektrilevi prices from 01.06.2026, December to March in total, night and weekend share 55 %:
- Apartment, 2,000 kWh a year, Võrk 2: about €23.
- House, 6,000 kWh a year, Võrk 2: about €70.
- Electrically heated house, 12,000 kWh a year, Võrk 4: about €70.
- The same house with Võrk 1: about €191.
- The support covers up to 1,000 kWh a month, so with Võrk 2 it is at most about €29 a month.
What the announcement does not specify
- Whether the support is calculated with or without VAT.
- Whether it also covers the monthly network charge (the calculator assumes it does not).
- How it applies to customers of other network operators, such as Imatra Elekter.
- What price rise would trigger the support.
According to the ministry, the decision depends on the energy market, the scale of a possible crisis, the exact terms of the support and the state budget.
How does the calculator work?
- Choose your network package. The calculator sets a typical annual consumption for that package.
- Choose heating: “Electric / heat pump” or “Other” (e.g. a district-heated apartment). If you leave it empty, we spread consumption over the months like Estonia’s total electricity consumption.
- Enter your annual consumption and the night and weekend share. You will find both on your bill or in e‑Elering. Once you move the consumption slider, your amount is locked and changing the package no longer changes it.
The calculator counts half of the per-kWh network fee with VAT and leaves out the monthly charge. That is how the ministry's example figures add up. It uses Elektrilevi prices; for customers of other network operators the amount differs. When the government decides, we will update this page and the calculator.
